According to http://www.shipphotos.co.uk/pages/1514f.htm, it is a "Tank barge operated by the Royal Maritime Auxiliary Service". And from another site, "1514 (F) is one of a number of barges used by the Royal Navy in the harbour & dockyard for oiling, refuelling, etc."
