|Arrantzale vasco in San Sebastián: that's a tipical and traditional way of fishing in the Cantabrian: such boats are specialized in fishing the "anchoa"(anchovies)or "bonitos"(tuna)...That's why they are often called "bolincheros", "boniteros",.
The water is used to prevent the fish from seeing the fishermen that are working over the deck of the boat. Moreover, apart from making the water surface more 'opaque', it also attracts the fish towards the stern in search of some food to eat. Then the fishermen are working with nets or long wooden sticks to catch the fish. That's really a beautiful way of fishing that is unfortunately more and more endangered nowadays!
