one letter you can recognize, it is a N. Anyway I have seen a tug at Istanbul which is looking similar, Sondüren 10, IMO 7531644, but she was redpainted and not black.
Maybe she has changed name and company (in Lloyd I did not find any rermark.)

Ilhan idetified the tug as Söndüren 2
no name an number was painted on the tug
but the funnel mark was visible:
