Roar, I think that the function of this is not to sail, so Stability don´t care. For what I read it will be a hotel moored for ever.

You are Right fernando. I look at her pictures on this site and it has the same details.
I google it and fond this Info:
TRB: 1.748; LOA: 89,60 metros, Breadth 16 mts Draugh : 2,49 de calado.

The porpouse of this reformations is to build a floating Hotel, to be moored in "Dique 1" or "Dique 2" of Puerto Madero, in Buenos Aires downtown.

I think fernando may be right, the hull does match the NICOLAS MIHANOVICH, right down to the portholes below the rib, and the three portholes near the bow.

I supouse that the two mushroom in the top could be a heavy Extractors.
