according to the yard list from flensburger schiffbauges.
the ship was built 2000 not 2002 with yard no 709.

The Miramar ID number system for old, pre-IMO system merchant ships is derived from ships' original, national, official numbers. I do not know for sure why 61XXXXX range has been chosen for military vessels but suspect that it was because it does not clash with any of the numbers already chosen for old merchant vessels.

Why does the Miramar ID number begins with 61 ??

There are no IMO numbers in the range 61XXXXX. This is a Miramar ID number. Grosstonnage has made the same mistake as may others in mistaking it for an IMO number.
