It is definitely CHEBUCTO. The side alleys below the funnel were plated in during the refit mentioned. She is wearing the Department of Fisheries funnel mark and livery.

After reading a little further, it seems CHEBUCTO underwent an extensive refit in 1988, which would explain the modifications. Also, due to the markings, my best guess would place this photo as during her time as a Canadian Fisheries Patrol Vessel prior to being transferred to the Coast Guard.

Since the name on the bow seems to state so, I will assume that this is CCGS CHEBUCTO (ex fisheries patrol). Seeing recent pictures of her yacht conversion LADY CHEBUCTO (IMO 8639845) has me only about 80% sure, since there seem to be some glaring differences in details, but the overall ship is very similar, so perhaps they are just modifications as time has passed.

The other possibility, which certain aspects of the ship itself seems to support is the fisheries patrol vessel CAPE FREELS, however she sank after a fire in 1976, and the name does not seem to match.
