Pictured not-quite alongside, as she was holding herself by DP3 (Dynamic Positioning 3 - the 'highest' category) just off the quay while, I assume, some work was being carried out on the shoreward-side hull.
She is the world's largest, self-propelled, ultra-deepwater (10,000 feet water depth) and overall maximum drilling depth (30,000 feet), all-weather, oil exploration rig.
Note the enclosed drilling tower which offers protection to the equipment & personnel when working in extreme weather conditions.
Owned by Ocean Rig UDW Inc., of Stavanger, Norway.
Built in 2002 by Dalian New Shipyard in China, with outfitting in the US by Friede Goldman Offshore and in Canada by Irving Shipyard of Halifax.
