Indeed Bremerhaven, now the location of the cruiseterminal.
Quay sides still the same as 70 years ago.

looks a bit like Bremerhaven Stromkaje. The "gaps" had been typical for that wharf. Not sure if it's still like this today

I agree with Jens and Derek.It is Der Detsche ex Sierra Cordoba,owned by the KdF-Organisation,but under Nordeutscher
Lloyd management.The photo must then taken before the war.
The location is still uncertain,but it is not Königsberg. I believe it is Pillau.

I even dare say the name ends in SCHE and if my eyes are not too bad the number of letters matches the name "Der Deutsche".

In which case it is Der Deutsche as Seirra Cordoba did not have a sheer line.

This is not the Giulio Cesare as she did not have kingposts next to the accommodation.

She looks to be a Sierra class liner owned by North German Lloyd and used as accommodation ships during WW2.

If the photo is at Kiel it is Sierra Cordoba, if Konigsberg or Gotenhafen( Gydnia) it is the Sierra Morena.

Both survived WW2.

It looks to me to be the Italian liner Giulio Cesare.
