Chris,

I'm about 95% sure that this is the former USNS Rose Knot (T-AGM-14). An image of her here shows the same configuration of structure on deck and radar housings above the bridge wings. As far as I can tell, the only other vessel with this exact configuration was USNS Coastal Sentry, which caught fire and was scrapped in 1968. Two other similar conversions had one large radar housing instead of the two smaller units here. According to Miramar, Rose Knot was sold for scrap in December of 1987, and was then broken up in China. That timeframe, and the worn appearance of this vessel would logically correspond.

As for location, she seems to be moored on the Duwamish River just past the south end of the Port's Terminal 5, the location of the crane at the right edge.
