I suggest the wharf is just out of shot to the right, ship is coming ahead on engines and steering into her berth steaming against the anchor which is controlling her speed. A fairly standard operation when berthing without tugs.
Walter E. Frost was a photographer based in Vancouver and you can find literally thousands of shipping photographs by him in the City of Vancouver archives. Not sure how to post a link to his photographs but if you Google the archives you should find them.

Looks like the pilot maybe on board, the anchor ball is down so probably swinging short round using the anchor as a dredge with fairly short scope of chain. Doesnt seem to be much weight on the chain at this moment in time.
