This 90 degre angle that the liferaft is laying in is the easiest way to lunch these rafts.You grab hold of the short inboard sideso the long part comes down and the raft rolls free of the ships side.

On looking at the position of that life-raft capsule, I'm wondering how easy (or difficult) it would be to launch it over the side !
