when these tugs were builded as railroad tugs in upper New York (as far as I know) they did not need them, then they came down to NOLA and suddenly they worked ships. Because of the narrow bodies the accommodation was touching often the hulls of ships forward and aft because of the over hangs. Nothing else to prevent damage to tug and ship. You might sometimes see other tugs, narrow bodies and often the top decks around the bridges are damaged/bend !!!!

What are those fender like things on the superstructure? Never saw any like that before.
