Looks much like a class of German buoy tenders to me, check out BRUNO ILLING (IMO 6818617) or OTTO TREPLIN (6609420), but both of these seem to be active in Germany still...probably there were more sistership

Vessel has been many years in the Europoort as fire fighting trainign vessel by Falck Nutec. Before she was taken to Urk. I propably mixed her named with the one astern for her the Torrid. As seen in this video: https://www.youtube.com/watch?v=RMizEcpFUFM
