In other words,,higher and defer the soot to somewhere else, like in the 70,s,,,the higher the stacks on power staions that less pollution nearby,,therefore a country further down had the problem,,,,sounds all a kind of familiar to me...head into the sand,,,and keep going

The funnel size was designed from wind tunnel tests to avoid soot fall on the decks in the quite heavy North Sea south-wests in the North sea regions around Denmark and England. Almost all North Sea ferries in 1970's had quite high funnels -see also TOR BRITANNIA class as well.
