It's the entrance to the Maastunnel for cyclists and pedestrians. There are special escalators inside which bicycles can be taken on, and there is a separate tunnel from the vehicle traffic, which has an entrance farther back near the Euromast.

Anyone knows what's that building behind her? What I remember from sailing in Rotterdam in Ship Simulator 2008 is that there are 2 same buildings placed on both sides of the river.
