I thought that state-owned CNAN had a monopoly from 1964 until it was split up in the early 1980s into SNTM/CNAN (dry cargo), SNTM/HYPROC (hydrocarbons and chemicals) and ENTMV (passengers). But perhaps chartered-out ships weren't included?

Dennis, the section was 44 where there was a grain elevator.

Davidships, the ship was then owned by the Algerian Government before it became CNAN. Probably on charter to somebody else as you mentioned.
