Three of these were nominated for foreign transfer:
Curts to Mexico (2012-2014)
Thatch to Turkey (2012)
Rentz to Thailand (2012-2014)

Only Curts was approved, finally in December 2014. Thatch was removed from the 2013 bill after an uproar about transferring ships to Turkey and Rentz was removed from the late 2014 bill due to concerns with the military coup there last May.

The Navy tried to hand off a pair of them to other Navies about 10 years ago, first Portugal, then Turkey, but neither ended wanted the ships, so they ended up going for scrap. It seems it's a lot easier to sell off pre-guided missile type vessels, like the Coast Guard Hamilton-class, than it is these "modern" warships.

Probably target practice for submarine/aircraft launched torpedoes and/or harpoon missiles. The stuff you really can't test out with a towed target. They usually clean the old things out first, really not much more than a bunch of steel going to the bottom to rust away.

Appear in good nick for 30+ years old.
Shame to use them for target practice. What happened to towed targets? Surely much harder to hit!
And what about the pollution considerations, sinking these out at sea?

All 4 of them have been designated for target practice according to the 2016 Report to Congress. Probably during RIMPAC next year.
