The stuff on the ground looks like grain dust, which accumulates to form a "slush" like melting snow - and just as slippery.

That could have been just water on the quay, looking white or grey because it reflects the gloomy cloudy sky, observe that there are no shadows beneath the iron structure. As to the location I stand by others judgement who are informed than me on the subject of ports and harbours in S.America. Regards.

Correct name is ENRICO DANDOLO. Pls compare with name painted on stern. Sustained heavy weather damage 02 Feb 1984, near Corunna. Sold and broken up. As per CTX casualty database. Regards Peter

It was sometime in 1983 not 1st Jan, how do you find out where a ship was on any specific date?

We are instructed that if only the year is known but not the exact date, the 1st January should be used in the date box

At a guess, I'd say that was some kind of edible oil or lard on the quayside. Pura Lard's wharf on Bow Creek, London, looked like this.

Hi there! Pretty nostalgic scene. My guess would be Brazil too because of those details like the once typical Fiat and Scania lorrys.

I may be wrong too, but the road looks suspiciously covered with mud and snow, the latter you would not expect in Brazil.
