This is the second time as Russian "scare" this warship,these attack aircraft "Sukhoi" Su-24 (NATO "name": Fencer)...The First time was in the Black Sea in April 2014 years...Why do you do Mister Putin?)))

This was most probably done to show off. The US just sent some ships and also more ground forces to the baltic and Germany etc, so guess that Mr Putin wants to show russian strength, normal stuff for that metter

Flying that close to ships is nothing new. I have seen US Navy jets do it to my own ship, which happened to be a US-Flag ship, while we were steaming through the Med. They passed by at bridge-wing height, and so close that we could see the pilots in the cockpits.
