..... I am not sure even what type of ship this is. It kind of looks like a small tanker, but it might have an entirely different function. Going by the ID number aft on the side, it might be associated with the Soviet fishing fleet I saw a week later at Dakar.

Was bunkering/water tanker - but not for port use - sailed with the fishing fleets, as you suspected.
