I guess it's still possible, but it gives little or no indication to the obtainable full load speed, especially when the bulb is almost completely out of the water.
I remember one of the "K-10" class ships (currently MSC Brianna, or one of her two already scrapped sisters) was fully 'loaded' with seawater in her holds for speed-trials and then she had troubles with it the rest of her life. But at least a realistic speed trial........

Thanks for your comment. As long as the propeller is fully immersed, speed trial test should be OK - I've heard about problems when trying to push too hard with half of the propeller out of the water...
