Docked at Norfolk Naval Station. Aircraft are usually not displayed on deck when in Norfolk (they are flown to various air stations), however she was display for tours over the weekend with Harbor Fest 2016. She has the bunting for this and various admiral retirement ceremonies and change of command ceremonies that were done the day the picture was taken. Taken from tour boat Victory Rover.
