It looks more like a pusher tug on the thumbnail, just like MattyBoy said - and I've seen pusher tugs with even more severe ratio between hull and superstructure, so this one would look, so to speak, reasonable... :)

What if this was an attachment to a crew-less megaboxer, used only for port/terminal arrivals and departures?

Of course, it would not need so many accommodation space, but still...
...
On a more serious note, I've seen a lot of accommodation blocks on barges, since the big yards usually subcontract them to other manufacturers in the area, but the ones for container vessels are the weirdest looking, obviously because of their size.

That looks so weird ! Imagine if that, as it's seen, was a vessel. I guess it could be an inland tug/pusher tug but the superstructure, in contrast to the actual barge/hull would look odd.
