Not to my knowledge, at least not for Far East. In Calcutta something similiar was done in the past, I heard :-)

That's an interesting technique. Is that unique to Hong Kong or do other port do it?

In Hong Kong it was quite common to moor vessels with the anchor chain to buoys, therefore 1 anchor had to be separated from his chain. And here it looks like they never attached it back to his chain
