Hello Steven, as you talked about Normandy - This LCVP is not in Normandy but on Mediterranean coast of France - Anyway the USS Charles Carroll after the Normandy Landing was one of the US Ship assigned to the Provence Landing at St Raphaël on 15th August 44 where this memorial is.

US Navy LCVP (Landing Craft Vehicle & Personnel),
also known as a "Higgins Boat" due to their manufacturer in New Orleans LA.
Marked as the 2nd boat from USS Charles Carroll (APA 28) I think as she is the only amphibious ship with "28" (AP, AKA, APA) that I can find was at Normandy.
