Try finding an old copy of ITU (International Telecommunication Union)publication "Alphabetical List of Call Signs of Stations used by the Maritime Mobile Service". Good luck.

The problem is locating a source for Japanese call-signs for the late 1980s.
Any ideas anyone?

It's not a survey-ship but a japanese tuna-longliner.
I have found many japanese radio call signs but not this one JFNC
