The visible name is Hiyoshi Maru. Details are on http://www.kipio.net/ship-hiyoshimaru.html which I accessed Jan. 6 2020. Information there includes the IMO 8510221, year of build (1985), builder (Miura Shipyard, Saeki), owner (Hiyoshi Kaiun), port of registry (Karatsu, Saga Prefecture), tonnage (198, probably gross), and dimensions (54m x 9m x 5.5m).

The IMO number given by Colman belongs to the TOYO MARU which do not seems to be the one pictured here. There is also another TOYO MARU with the IMO 8742757. The TOYO MARU name in japanese is this 東洋丸

I guess it's a real novelty for vessels with IMO numbers operating in/around Japan, where the majority don't have them !
