Most probably building cost reduced, need all money they can get their hands on to reduce the deficit they having.

Ancient looking bed for the infirmary on a modern ship. Modern hospital beds should have a reclining backrest so that the patient can sit up (helps with breathing) and bendable leg part which helps with comfort for the patient's back.
