Something must have gone wrong with this order, or Marflet negotiated later deliveries. When Marflet ordered the pair in Jan 2014, they were scheduled for delivery:

722 - IMO 9730335 - end-2015 (PANAGIA THALASSINI actually delivered 2/2017)
723 - IMO 9730347 - end-2016 (SANTIAGO I now listed as 3/2018)

Thank you, Ralph (rd77), sorry I can't give any appropriate answer,, first time hear for such issue.
However, this issue sounds interesting, maybe someone else might know what are the actual facts....

Hmm launched almost a year ago and still not finished. I heard that Uljanik/3 Maj suffered a cancellation of two tankers, which is giving them some financial challenges. I guess this is one of those two ships?

On ceremony of launching of the ship that day, on Friday, 07.10.2016, was the *godmother* of this new ship Mrs. Kolinda Grabar-Kitarović, President of Croatia

You're welcome, Volker my "old" friend, for sure an interesting image & much interesting moment = when the ship is towed by stern into the outfitting basin of shipyard 3.Maj to be berthed for the first time (just after it had been launched that day !!! );
