Yes, Mr.Peter,this is Russian tug model 1496, project "Karadag".The tugs like this one were built in two place in USSR- Azov shipyard(Azov sea) and on Far East - SovGavan' shipyard from begining 70-s to 90-s.The tug has strong hull for ice operation and mostly used in auxiliery Navy and border control service.As for pictured tug - i think numerous vessel from Baltic countrys.
