She doesn't appear to be discharging anything; it's a stairwell seen in the picture. Might have been in for repairs or something.

Excellent catch Tom. Where did you get this vantage point? i didnt know tankers, of that size atleast, dock in Brooklyn... where is this berth?

Hi Matt. This tanker was over at one of the Port Authority Piers across (roughly) from Governor's Island where the East River runs into the Buttermilk (I believe it is called) Channel. I had a brief angle of it from the Staten Island Ferry. Never before seen a tanker there actually... once in a while a small container ship or general cargo ship. I believe the Port Authority discourages use of all but one of those piers (there are about 4 or 5 of them - due to "currents" - but at one time years ago they must've all been used. Go figure..
