Yes MattyBoy ,not only I have seen this photo, but I lived it,Having worked at the dockyard for 43 years. It was different era,until then Malta still hosted a British base till 1979 when the British finally relinquished their bases in Malta.So yes those vessels could have been RN or RFA.
At the top of the photo the ex-naval canteen can be seen,it was demolished to make way for no.6 dock.The shed behind the white ship was the ex-Boathouse which has also gone ,its slip being converted into a small graving dock,no.7 dock still being used today for small vessels.A lot of nostalgia for me.

Wow !! It's Malta in the 70's !! Are those mine hunters behind and something else? A RFA vessel of some kind? Has Emmanuel L seen this ?
