Very simply, a service boat hook the "red buoy" and pass to vessel winches by a messanger line through Panama , then when chain is on board it can be fixed onto the chain stopper on vsl's forecastle.

Or does someone have a shift aboard it for a set time, like rig workers? There appears to be a hatch/recess

How do the crew pick that up? With a very large hook device?
