I was wondering that myself. I *think* they are either decoys or containerized life rafts. The torpedo tubes are farther aft and arraigned firing forward to share a magazine with the hanger.

What are the horizontal tubes in the left part of the photo? Torpedo? Decoys?

Forward of that, is the deckhouse for the Surface to Air Missile Launchers (originally Sea Wolf missiles, now CAAM Missiles)
You can also see a 7.62mm machine gun on her bridge wing, presumably for local security.
