The "Loredan" had a triple expansion steam engine - so Daniel might well be right in his assumption.

If she is a steamer that would have been natural draft for the boilers...

Looks like the funnel was earmarked for a much larger vessel, or funds were not that large at war's end and they chopped off 20% off the design. Joking apart, the funnel with less height to it would have made the design much more pleasing to the eye, but there must have been a reason for this height.
