TOPCAT TWO is officially registered in the normal way on the Maltese Shipregister, Official No 15385, and licenced as a passenger vessel by Transport Malta.

These regulatory arrangements are similar to those that are applied to small passenger vessels in most EU countries and more widely. These vessels should be in "Harbour & tour boats/restaurant vessels" (which includes commuter ferries) as per our guidance.

It's not the EU which decides whether a ship has an IMO number. The IMO does that and if the ship is not classed for trading internationally, it does not need an IMO number. As for ENI numbers, they apply to vessels trading on European inland waterways, not vessels which cross estuaries, harbours or make short coastal voyages.

In fact MAPFRE MSV Life is Malta's largest life insurance company, so Marfre is not the owner or company. And why does this vessel not have an IMO or ENI, transporting 160 PAX and not officially registered? Are EU-regulations not valid for EU-member Malta?

This TOP CAT 2 and not MAPFRE, mapfre is an advert on the vessel ,please amend Axel.
