Looks like a deck for passengers: covered central curved area, but at bridge wings its done as just glass walls ("windows").

That second row of windows right above the bridge, is it part of the bridge or a separate deck for passengers?

Its the “Magic Carpet” on the starboard side that can be lowered to deck 2 for use with tenders to shore or raised as high as deck 16, where it becomes a lounge.
