Not a Slavyansk-type (Project 1563), I think that all of those that had a heavy derrick had additionally only cranes.
Looks like the Wärtsilä-built Project 1476 - they had two pairs of regular derricks on the same pedestal as the heavy derrick, and hinged on the ventilators seen here. Looking at the end of the name in English on the bridge, I would think this is KOMSOMOLETS LITVY (IMO 6702117):

Yes, looks like the Cuban courtesy flag, but also the Puerto Rican flag is similar to the Cuban flag.
