It is an Australian Red Ensign and it's at the truck of the mast as that is the correct position for a courtesy flag, with the house flag at the next most senior position which is the outer starboard yard.
Traditionally, courtesy flags were flown from the truck of the foremast and house flags from the truck of the mainmast.

Looks to be the Australian Red Ensign. Not sure why it was at the top of the mast though. Thanks for commenting.
