I would say that they did it this way because it was the easiest way to have the scrubber pre-fabricated ashore and the installation was basically 1 single move with a floating crane. It was done sometimes in 2019.
Sending her to Alang would be a bit premature.

Sorry Denis, but the consensus seems to be that, in tackling the "No Smoking", they did not "Do It Right".
If it was that polluting, perhaps a premature voyage to Alang was the only alternative.

That really looks like some weird alien spaceship is about to land on the ship. That blue colour makes me think they should have painted it to look like the Tardis. (For any Doctor Who fans out there.)
