I'm afraid (not sure about this) fuel oil exported from Rotterdam outside EU will be High Sulphur. Un-sellable as bunker-oil in Rotterdam. In the past, we had a lot of VLCC's with this cargo's to Singapore.

Maybe the Saudi's need low sulphur fuel oil.
