I think that in those days ferries often moored in front of that building. The building itself, still there, is between the station and the quay, and was the HQ of the ferry company Stoomvaartmaatschappij Zeeland SZM.

Thankyou Bjørn Knudsen and rd77. As I couldn't see a courtesy flag my assumption was U.K. waters. Also I don't recall having previously seen a photo taken of a ship passing Hoek van Holland with that background.
