Here's a photo of STATUE OF LIBERTY IV. The different paint job confuses the eyes, but apart from that the vessels are nearly identical.

I'm inclined to think this is STATUE OF LIBERTY IV (916646), a Chesapeake Shipbuilding Boat that Hornblower brought to the area to take over the Statue of Liberty contract, then sidelined because they obtained other vessels more suitable.

According to Google Earth, she is siting there since April 2014. I found some pictures in which she was but no name to be seen.
