TEU size is not important. What matters is what the ship is able to carry in terms of deadweight. A representative of the Odense shipyard once told me that Maersk kept the DWT figure for their large containerships as a secret as long as possible, as they did not want to reveal the true capabilities of the ship before it started trading. A row of empties does not require much additional DWT capacity, but indeed also empties need to be carried.
