Well, Edson, this happens everywhere. Over here in Germany we have the same problems. A "nice" example is Berlin-Brandenburg airport. Construction began in 2006 with a planned opening in 2011. As it turned out opening was delayed 7(!) times and costs exploded to more than € 7 bn. The airport finally opened in October 2020... (and that's just one example).

In 2006, our Navy had a contract with the INACE shipyard located in Fortaleza and they built the first two units, MACAÉ (P70) and MACAU (P71), which were delivered in 2010-2011. Later in 2009, another shipyard was hired to build a few more units, EISA located in Rio (not sure how many exactly though, I knew there were at least 5: MARACANA, MANGARATIBA, MIRAMAR, MAGE AND MARAGOGIPE) which were supposed to be delivered between 2015 and 2017. However, in the beginning of 2016 they declared bankruptcy and gave up on the contract. Later in 2017, MARACANA and MANGARATIBA's hulls were transferred to the AMRJ (BR Navy's main base in Rio) and last year another company named GHENOVA was hired to finish them. This one will probably be delivered by the end of this year and MANGARATIBA should be ready by 2022. We hope so at least, lol.

Unfortunately this is Brazil. The political conditions influenced the naval shipbuilding.

According to Wikipedia this one was laid down in November 2009. Any idea why she's under construction for almost 12 years now?
(She has two sisters which were completed within 3 years...)
