I am purely guessing but I would say it is some kind of accommodation hulk converted from a vehicles carrier. There do not appear to be any radar scanners on the mast brackets, which suggests it is no longer a vessel that goes to sea under its own power. Alternatively I wonder if it my be a vessel that was undergoing conversion at a local shipyard and the work has been halted. The pristine paintwork suggests that the has been fairly recently repainted.
