I'm gonna take a simple example.
Last week-end, up to 8 French trawlers departed the harbors of St-Gilles-Croix-de-Vie and La Turballe to fish anchovies without any permission of the European Union. They kept fishing 4 days but weren't arrested, despite their illegal attitude: shouldn't they also be called "pirates"?
This was one version of the facts.
Let's turn to the other one.
Since the closure of the anchovy fishery two years ago, the French government has sent so few financial subventions to this sector that the fleet of those two ports was dramatically reduced. These men's situation was so crude (due to the low prices of sell in the fishing market and the rise of gasoil prices) that they had no choice but to earn a living, even if it could imply violating laws.
In front of precarity, ALL fishermen are equal and you shouldn't blame them for intending surviving in a globalized world, that won't give them any mercy...
Best Regards,
Romain.

But illegal fishing and piratery steel the fish of decent fishermen.
