Just came (in Schwadtke, Deutschlands Handelsschiffe 1939 - 1945) across a side elevation of "Europa" of Atlas Reederei AG, Emden, which very good matches the ship on the photo. Even the funnel mark (a white A) is identical.
"Europa", 3767 tons gross, was built in 1899 by Wm. Gray, West Hartlepool, as German "Claudius" for C. Andersen, Hamburg. 1904 Russian "Selenga", Navy. 1908 Russian "Bessarabia", P. Regier. 1919 Britisch "Greylight", H. A. Brightman & Co.. 1925 German "Trude", Stange & Dreyer. 1928 German "Europa", Atlas Reederei AG, Mgr.: Schulte & Bruns, Emden. 15.03.44 lost in collision near Stavanger

I think none of the mentioned identities can be correct. The ship has five holds and should be therefore bigger than 1500 - 2250 tons gross!
Can you try - at least for yourself - to scan the name with a higher resolution?

In the danish register from 1915 there is a steamer named EUROPA, BRT 1432,NRT 876, TDW 2065, built by Howaldtswerke, Kiel,in 1906, Triple engine with 650 IHK. 241,2 feet long and 36,1 feet broad. In 1919-book she is away, but may be WW1 took her, or she was sold with a good profit during WW1.
Your steamer could very well be of that size and age.
Do you have acces to what ship the yard built that year? I have nothing about funnelmarking os else; - only the compagny-name:Steamship-Compagny Europa, Copenhagen.
