According to http://www.humber.com/Estuary_Information/Navigating_the_Estuary/Estuary_History/The_Past/ this was built as a ferry called SPIRIT OF FIFE, and was renamed HUMBER surveyor in 1996 after being converted to a survey ship.
A press release from Small & Co in Lowestoft this year, shows her under her new name, EMS SURVEYOR ( http://www.drydocksmallandco.co.uk/humber-surveyor-renamed-and-repaired-at-small-co/ )

Whilst she would be liable for inclusion in the Law Enforcement Category as a Harbour Masters Vessel, her primary function is that of a Survey Vessel:
