UPDATED:

Probably what's left of the Koralle, a small cargo ship that was condemned after grounding in 1969 and was sold to scrappers in 1977 and was cut up in this location. Thanks very much to Mac for this information!

She's close to the MacDonald Bridge (as you can see) in Halifax Harbour, NS. As Mac said this is the old J.P. Porter Wharf.
